Notre Dame College Announces Appointment of Bethany Pugh to Board of Trustees


Notre Dame College announces the addition of Bethany Pugh to its Board of Trustees.

Pugh joined The PFM Group in 1998 and has advanced in the past thirteen years to currently serve as Managing Director in charge of the firm’s Ohio office. She works with PFM’s state and local government, public utility and higher education clients throughout Ohio and the Midwest. She serves as lead advisor for the Ohio Public Facilities Commission and State of Ohio Treasurer of State on numerous new money and refunding transactions secured by general obligation, lease appropriation, federal transportation grants and liquor profits among others.

For the City of Toledo Department of Public Utilities, Pugh has and continues to assist the City with the formation of debt policies, the development of Amended and Restated Trust Indentures, the creation of multi-year system financial planning and rate revenue models, the development of credit strategies and presentations and the issuance of new money and refunding bond issues for its water, sewer and storm water systems. Pugh’s other public utility clients include the Mahoning Valley Sanitary District and the Greater Cincinnati Metropolitan Sewer District.

Pugh developed a comprehensive financial planning model for the University of Akron’s construction of a football stadium, new housing and parking facilities. In addition to the associated new money debt transactions, she has assisted the University of Akron and Kent State University in the analysis and implementation of debt restructuring alternatives associated with its insured variable rate debt obligations, including auction rate securities. Pugh’s other higher education clients include Case Western Reserve University and Ohio Wesleyan University.

She has worked with the Saint Louis Art Museum, Cleveland Museum of Art, Akron Art Museum and The Cleveland Orchestra in the development of financial planning models and analyses to assess the feasibility and assist in the implementation and ongoing financial management of new or expanded facilities. Other clients include the City of Shaker Heights, Greater Cleveland Regional Transit Authority, Toledo City School District, Hamilton County (stadium projects) and Cuyahoga County.

Pugh is an active participant in Women in Public Finance and served as an executive board member from 2003-2005.

She graduated with Honors from Harvard University where she received a Bachelor of Arts Degree in Economics.
